  1. All personnel involved in the construction must be familiar with the hoisting method and project content, conduct construction in accordance with the requirements of the plan, and strictly comply with regulations and standards.
  2. During the construction process, construction personnel must have specific divisions of labor and clear responsibilities. Throughout the entire hoisting process, they must earnestly observe on-site order, obey commands, and must not leave their posts without authorization.
  3. During the hoisting process, there shall be a unified command signal. All construction personnel must be familiar with this signal to ensure coordinated operations among various operating positions.
  4. During hoisting, the entire site shall be commanded and deployed by the chief commander. The divisional commanders at each position shall correctly execute the chief commander’s orders, ensuring that signals are transmitted promptly and accurately, and shall be responsible for their own scope of duties.
  5. Throughout the construction process, on-site cleaning must be done well, and obstacles must be removed to facilitate operations.
  6. All personnel participating in high-altitude operations during construction must pass a physical examination (proving they are fit for such work). When operating, they must fasten their safety belts and secure them to a safe position. Tools must be equipped with safety ropes, and throwing objects downward at will is prohibited.
  7. Construction personnel must wear safety helmets. During winter construction, the protective ear flaps of the helmets shall be lowered to ensure that hearing is not obstructed.
  8. Live electric welding cables and wires must be kept away from steel wire ropes. The distance from live wires shall be at least 2 meters, or a protective frame shall be installed. When electric welding cables cross steel wire ropes, they must be separated; direct contact is strictly prohibited.
  9. When wind ropes cross roads, the height from the road surface shall not be less than 5 meters to avoid obstructing vehicle traffic.
  10. Before hoisting construction, contact with the local meteorological department shall be made to obtain weather information. Generally, construction shall not be carried out in rainy, snowy, open-air, or nighttime conditions. If it is necessary to proceed under such conditions, anti-skid and adequate lighting measures must be in place, and approval from the leadership must be obtained. Hoisting is strictly prohibited when the wind force exceeds level 6; hoisting of large equipment is prohibited when the wind force exceeds level 5.

If it is necessary to use structures to fasten rigging during construction, the structures must undergo load calculation to confirm they can bear the load safely, and approval must be obtained before use. At the same time, protective pads shall be added to prevent wear to the structures and rigging. However, the following structures must not be used:
(1) Power transmission towers and utility poles; (2) Supports for equipment and pipelines in operation; (3) Trees; (4) Ground anchors that do not meet usage requirements or have unknown load-bearing capacities.
  1. Before hoisting, relevant departments shall be organized to conduct a comprehensive inspection in accordance with the requirements of the construction plan. The inspection contents include:
(1) Whether the configuration of construction machinery and rigging is consistent with the plan; (2) Whether there are self-inspection and mutual inspection records for concealed works; (3) Whether the positions of the foundation anchor bolts (referring to pre-embedded bolts) meet the project quality requirements and match the bolt holes of the equipment skirt or base; (4) Whether the soil around the foundation has been backfilled and compacted; (5) Whether the construction site meets the operation requirements; (6) Whether the equipment to be hoisted meets the hoisting requirements; (7) Whether the construction power supply can meet the demand; (8) Understanding of personnel division of labor, the command system, and weather conditions; (9) Whether other preparatory work (such as security, emergency rescue, living supplies, and reception) has been implemented.
After the inspection confirms that everything is correct, the hoisting order can be issued. After construction personnel take up their operating positions, they must re-inspect their own positions. Only after confirming that everything is correct can they stand by for operation. If hoisting needs to be carried out the next day, personnel shall be organized to provide on-site security.
  1. Before hoisting, a trial hoisting shall be conducted first to check the stress status of each part. Only when the conditions are normal can hoisting continue.
  2. During the hoisting process, no one is allowed to stay or pass under the hoisted heavy object or near the stressed rigging without the permission of the on-site commander.
  3. Under normal circumstances, personnel are not allowed to ascend or descend with the hoisted object. If it is really necessary under special circumstances, reliable safety measures must be taken and approval from the leadership must be obtained.
  4. At the hoisting construction site, a dedicated area shall be set up with personnel on guard. Non-construction personnel of this project are strictly prohibited from entering. Construction commanders and operators must wear identification badges; anyone without a badge is not allowed to enter.
  5. If the hoisting process is interrupted due to any reason, measures must be taken to handle the situation, and the heavy object must not be left suspended overnight.
  6. In the event of an accident during hoisting, personnel at all operating positions shall stay at their posts, strictly maintain on-site order, and keep records to facilitate the analysis of the cause.
