Mechanical Garage Maintenance, Repair and Renovation Bidding Market in H1 2025: Sustained Growth Drives Vigorous Development

In the first half of 2025, China Parking Network released 406 public bidding projects for mechanical garage maintenance, repair and renovation, covering categories such as regular maintenance, renovation, and repair. This represents a year-on-year increase of 72%, and the number of bids in the first half has been basically equal to that of the first three quarters of last year, demonstrating the vigorous development of the mechanical garage maintenance, repair and renovation market.
Consistent with Q1, the growth of maintenance, repair and renovation projects stems from two aspects: first, the continuous increase in mechanical garage projects that outsource maintenance services through bidding; second, the implementation of the new version of Safety Technical Code for Lifting Appliances continues to drive the growth of renovation projects.

Regional Distribution

In H1 2025, garage maintenance, repair and renovation projects were distributed across 106 cities in 30 provinces nationwide. From a regional perspective, Guangdong, Jiangsu, and Zhejiang ranked top three at the provincial level; Beijing led the list at the municipal level.
Notably, the procurement volume of garage maintenance, repair and renovation projects in Hangzhou increased significantly in Q2. Driven by this growth, Hangzhou successfully entered the top three in the municipal ranking, becoming a prominent highlight in the regional market.

Distribution of Procuring Entities

In the garage maintenance, repair and renovation projects in H1, by type of bidding entity: government agencies and enterprises accounted for 30.7%, hospitals for 28.4%, property management companies for 15.2%, urban investment companies for 14.5%, real estate and commercial management companies for 8.2%, and others for 3.0%. Among them, the four categories—government agencies and enterprises, hospitals, property management companies, and urban investment companies—accounted for 88.8% in total, making them the main participants in the garage maintenance market.

Distribution of Application Scenarios

In the garage maintenance, repair and renovation projects in H1: office projects accounted for 36.2%, hospital projects for 29.6%, municipal public projects for 13.8%, residential projects for 11.6%, commercial property projects for 5.2%, and venue/scenic spot projects for 2.4%. It can be seen that office and hospital garages have high usage frequency, prominent demands for smooth operation and emergency support, and thus higher needs for maintenance and renovation.

Analysis of Procurement Characteristics

In the garage maintenance, repair and renovation projects in H1: regular maintenance projects accounted for 70.0%, renovation and repair projects for 24.9%, and others for 5.1%.

Regular Maintenance Projects

Analysis shows that among regular maintenance projects in H1, 70.0% required maintenance enterprises to provide on-call repair services (where the procuring entity reports faults via phone, online platforms, etc.), and 30.0% required on-site stationed services (where the maintenance party assigns dedicated personnel to be permanently stationed at the mechanical garage site).
A review of H1 projects reveals that on-site stationed services were mainly required for mechanical garage maintenance projects in hospitals and office buildings.
  • On-site stationed services for hospital garage maintenance projects
include daily inspection and maintenance of the garage, emergency fault handling, and hygiene maintenance. For example, the intelligent garage maintenance project of Liangshan Yi Autonomous Prefecture Integrated Traditional Chinese and Western Medicine Hospital requires assigning 2 technical personnel to provide on-site services, responsible for all maintenance and emergency repair work of the intelligent garage. They should also be able to replace or optimize and upgrade the software of the existing garage control system, and provide remote diagnosis. In addition, maintenance personnel are responsible for cooperating with the procuring entity’s parking lot security guards to explain the basic conditions of the garage to car owners.
  • The focus of on-site stationed services for office garage maintenance projects
is to ensure the stable operation of equipment during peak hours. For example, the 2025-2028 maintenance service project for the mechanical parking garage of the Government Affairs Center of Gongshu District, Hangzhou, requires skilled full-time maintenance personnel to be stationed at the garage site during morning and evening rush hours (Monday to Friday) and during major events to maintain stable, safe, and sound operation of the equipment. For the mechanical garage maintenance service project of the Phase II Building of Yard 145, Hanzhongmen Street of Jiangsu Provincial Bureau of Data, it is clearly stipulated that when car owners encounter faults during vehicle retrieval (including but not limited to inability to store/retrieve vehicles, malfunctions in the operation screen display, and faults in the computer motherboard and display of the machine room control cabinet), on-site maintenance personnel should retrieve the vehicles in a timely manner to avoid delaying the owners’ schedules.
In addition, 1 residential garage maintenance project in H1 required on-site stationed services—specifically, the maintenance project of the mechanical parking garage in Sanyao Community of Shaanxi Provincial Government Agencies. It requires assigning personnel to be permanently stationed in the project area to provide 24-hour management and emergency response services, mainly responsible for daily maintenance, regular inspections, replacement of damaged parts, fault troubleshooting, guidance for vehicle storage, assistance to owners in vehicle storage/retrieval, parking space reset, and parking lot management.
Since the beginning of this year, some projects have combined garage operation management and maintenance services into a single bid. For example, the maintenance and operation management project of the mechanical parking garage in Binhe Lvyuan, Zhengzhou: the maintenance service adopts a "turnkey package" model, including daily maintenance and inspection of the mechanical parking garage, purchase of parking space insurance, and handling of annual inspection procedures; the operation management includes 24-hour daily operation management of the mechanical parking garage, management of vehicle entry and exit in the community, management of vehicle parking order in the community, and subsequent management of mechanical parking space rental and temporary parking fees for external vehicles.

Renovation and Repair Projects

Among renovation and repair projects in H1, control system renovation projects accounted for the largest proportion at 83.6%, mainly driven by compliance renovations required by the Safety Technical Code for Lifting Appliances. The renovation content includes installation of overload limiters, fence doors, vehicle length-width-height limit devices, and addition of voice alarm functions.
In addition, transmission equipment renovation accounted for 20.0%, structural reinforcement for 10.9%, intelligent vehicle storage/retrieval system renovation for 5.5%, and vehicle-carrying plate/transporter renovation for 3.6%.
In terms of old garage renovation, Ganxi Hospital in Pingxiang bid for the reconstruction of a lifting-and-translating mechanical parking lot. The reconstruction area of the parking lot is 300 square meters, incorporating license plate recognition, parking space guidance, and seamless payment. The technical requirements cover hardware equipment (such as cameras, sensors, and turnstiles) and software systems (such as parking management platforms and mobile applications).
At the end of June this year, a staff member from the Static Traffic Management Office of the Beijing Municipal Commission of Transport stated in an interview that the commission will continue to organize parking enterprises to upgrade and renovate abandoned mechanical parking spaces. One of the market-oriented renovation approaches is to demolish and replace old and idle mechanical garages.
Take the mechanical parking facility of Yindao Business Building as an example. Located at No. 32 Yuetan South Street, Xicheng District, the original mechanical parking equipment could no longer meet the growing parking demand due to problems such as long construction time, insufficient parking spaces, aging mechanical components, and mismatched parking space sizes. Relevant departments in Xicheng District organized property rights owners, design units, and construction units to conduct on-site surveys on multiple occasions, and formulated the implementation direction of "demolishing and rebuilding in the original location, and upgrading through renovation". On the basis of not expanding the floor area of the original parking facility, the number of parking spaces was increased. After renovation, the new garage can provide 104 parking spaces (53 more than the original), covering various types such as regular, barrier-free, and SUV parking spaces. It is also equipped with an intelligent parking management system and a real-time available parking space display function at the entrance and exit.

Outlook

In the second half of the year, the mechanical garage maintenance, repair and renovation market will continue its high-growth trend. The core focus will remain on policy compliance renovations based on control systems, while intelligent renovation of old garages will serve as an important supplement.
Notably, the demand for on-site stationed services is continuously expanding, with application scenarios extending from hospitals to office buildings and residential areas. To adapt to this market dynamic, enterprises should focus on building on-site stationed service teams to enhance their ability to respond to market demands.
